NCS

  Invokes the National  Character  Set  (NCS)  utility  to  provide  a
  convenient method of  implementing  alternative  (non-ASCII)  string
  collating sequences, typically using subsets  of  the  Multinational
  Character Set (MCS). NCS  also  facilitates  the  implementation  of
  string conversion functions.

  Format:

    NCS  input-file-spec[,...]
