  1.   $ NCS/CREATE /LIBRARY=TESTLIB ERRMSG,STARTUP

  The  NCS command  creates  an  NCS library   named TESTLIB.NLB and 
  places the definitions from ERRMSG.NCS and STARTUP.NCS in the  NCS 
  library.

  2.   $ NCS/INSERT /LIBRARY=TESTLIB SCANLINE
