As discussed over the past couple of weeks, for those without access to VSI
SSL, a WASD-specific build of OpenSSL 3.0.18 libraries will allow WASD
v12.3.0 to be updated to the latest SSL.

It is anticipated that when VSI deem it necessary to release updates to VSI
SSL then a similar update will be built and released for WASD.

Due to this being a recent development, v12.3.0 build procedures did not have
this capability and so a v12.3.0-specific release will be necessary.
Subsequent WASD versions only will need generic (compatible) OpenSSL
libraries.

  $ HTTPD /DO=EXIT=NOW
  $ @BUILD_HTTPD SSL0 LINK
  $ @[STARTUP]STARTUP
