PQL_MTQELM

   PQL_MTQELM sets the minimum number of timer queue entries for a
   process created by the Create Process ($CREPRC) system service or
   the DCL command RUN (Process).

   PQL_MTQELM has the DYNAMIC and GEN attributes.
