PQL_MPRCLM

   PQL_MPRCLM sets the minimum subprocess limit for a process
   created by the Create Process ($CREPRC) system service or the
   DCL command RUN (Process).

   PQL_MPRCLM has the DYNAMIC and GEN attributes.
