PQL_MENQLM

   PQL_MENQLM sets the minimum limit on the number of locks that can
   be queued at one time by a process created by the Create Process
   ($CREPRC) system service or the DCL command RUN (Process).

   PQL_MENQLM has the DYNAMIC and GEN attributes.
