PQL_MCPULM

   PQL_MCPULM sets the minimum CPU time limit in increments of
   10 milliseconds for a process created by the Create Process
   ($CREPRC) system service or the DCL command RUN (Process).

   PQL_MCPULM has the DYNAMIC and GEN attributes.
