PQL_MASTLM

   PQL_MASTLM sets a minimum limit on the number of pending ASTs for
   a process created by the Create Process ($CREPRC) system service
   or the DCL command RUN (Process).

   PQL_MASTLM has the DYNAMIC and GEN attributes.
