   OpenVMS usage:lock table handle
   type:         longword (unsigned)
   access:       read
   mechanism:    input by value
   The 32-bit lock table handle that identifies the table to be
   deleted. This value is returned by SYS$CREATE_GALAXY_LOCK_TABLE.
