$BINTIM

   Converts an ASCII string to an absolute or delta time value in
   the system 64-bit time format suitable for input to the Set Timer
   ($SETIMR) or Schedule Wakeup ($SCHDWK) service.

   On Alpha and Integrity server systems, this service accepts 64-
   bit addresses.
