LIB$REMQHIQ

   (Alpha and I64 only.) The Remove Entry from Head of Queue routine
   removes an entry from the head of the specified self-relative
   quadword interlocked queue. LIB$REMQHIQ makes the REMQHIQ
   instruction available as a callable routine.
