LIB$INSQTIQ

   (Alpha and I64 only.) The Insert Entry at Tail of Queue routine
   inserts a queue entry at the tail of the specified self-relative
   quadword interlocked queue. LIB$INSQTIQ makes the INSQTIQ
   instruction available as a callable routine.
