LIB$INSQHIQ

   (Alpha and I64 only.) The Insert Entry at Head of Queue routine
   inserts a queue entry at the head of the specified self-relative
   quadword interlocked queue. LIB$INSQHIQ makes the INSQHIQ
   instruction available as a callable routine.
