LIB$INSQHI

   The Insert Entry at Head of Queue routine inserts a queue entry
   at the head of the specified self-relative longword interlocked
   queue. LIB$INSQHI makes the INSQHI instruction available as a
   callable routine.

     LIB$INSQHI  entry ,header [,retry-count]
