   considered to be infinite; tm_mday, tm_mon, tm_wday, tm_isdst,
   tm_gmtoff, and tm_zone are ignored on input.
 

ins

   Nanoseconds of inaccuracy component.
 

tdf

   Time differential factor to use in conversion.
