DECC$USE_JPI$_CREATOR

   When enabled, DECC$USE_JPI$_CREATOR determines the parent process
   ID in getppid by calling $GETJPI using item JPI$_CREATOR instead
   of JPI$_OWNER.

   This feature is only available on systems supporting POSIX style
   session identifiers.
