DECC$MAILBOX_CTX_STM

   By default, an open on a local mailbox that is not a pipe treats
   mailbox records as having a record attribute of FAB$M_CR.

   With DECC$MAILBOX_CTX_STM enabled, the record attribute FAB$M_CR
   is not set.
