/FDL

   Invokes the Create/FDL utility, which uses the specifications in
   a File Definition Language (FDL) file to create a new, empty data
   file. The /FDL qualifier is required.

   OpenVMS Record Management Utilities Reference Manual or online
   help.

   Format

     CREATE/FDL=fdl-filespec [filespec]
