ALLOCATE

   Provides your process with exclusive access to a device until
   you deallocate the device or terminate your process. Optionally
   associates a logical name with the device.

   Requires read (R), write (W), or control access.

   Format

     ALLOCATE  device-name[:][,...] [logical-name[:]]
