The CLBUILD utility compiles a command line definition file
    into an OpenVMS shareable image. The resulting image can then
    be installed with the OpenVMS INSTALL utility.

    PMDF ships with a pre-compiled command line definition image so
    it is not normally necessary to run this utility.
