Initializes the SCA callable command interface.

    Format

      SCA$INITIALIZE  command_context

1  –  Argument

 command_context
    type:       $SCA_COMMAND_CONTEXT
    access:     write only
    mechanism:  by reference

    SCA command context value to be initialized. This value is passed
    as an argument to other SCA$xxx routines.

2  –  Condition Value Returned

    SCA$_NORMAL           The SCA callable command interface has been
                          successfully initialized.

3  –  Description

    The SCA$INITIALIZE routine initializes the SCA callable command
    interface.
