Syntax:  CREATE LIBRARY directory_spec_list

  Creates and initializes library files in the specified directories.

  This command initializes a library and defines it as an active
  library in your current SCA session.  On VMS, this results in the
  logical name SCA$LIBRARY being set:  when you subsequently invoke
  SCA, it uses the logical name SCA$LIBRARY to reestablish the active
  library list.  On Ultrix, the environment variable SCALIB must be set
  for the library setting to be retained across subsequent invocations
  of SCA.
