Phase IV Maximum Address?

    When forwarding Phase IV packets, a routing system will refuse to
    forward any packets for node addresses higher than the routing
    Phase IV Maximum Address.  The answer to this question will be the
    maximum Phase IV address that the router will consider; a value of
    1023 is recommended.
