Syntax:  NEW LANGUAGE language_name

  Creates a new language.

  This command specifies a language so that LSE can properly recognize
  language-specific constructs in the text.  Specific characteristics
  can be set for the language with the SET LANGUAGE commands.  Also,
  tokens, placeholders, and other language objects can be created
  within the language.
