ERROR - The program contains an ALLOW clause on a GET  statement,  and
  the  file  was  not  opened  with  the UNLOCK EXPLICIT clause.  Either
  remove the ALLOW clause from the  GET  statement  or  use  the  UNLOCK
  EXPLICIT clause in the OPEN statement.
