SANCP is a an OpenVMS system management utility which allows a
    suitably privileged user to perform various Storage Area Network
    tuning and monitoring tasks. The user must have the OPER privilege
    authorized, but it need not be currently enabled

    SANCP will execute the command passed to it on the command line or,
    if invoked without a command, will prompt until a QUIT or EXIT
    command or ^Z is entered
