The Phase IV NCP CONNECT NODE and NCP CONNECT VIA commands
    have no Phase V equivalent.  Instead, use SET HOST to use
    the console carrier function of MOP on Phase V:

    $ SET HOST/MOP

    Either the NET$MANAGE or the NET$DIAGNOSE rights
    identifiers or BYPASS privilege is required to use the
    Console Carrier on OpenVMS.
