ERROR - A program  contains  an  %INCLUDE  directive  followed  by  an
  ampersand  continuation  to another statement.  Ampersand continuation
  of the %INCLUDE directive is legal, however.  Recode to eliminate  the
  line continuation or use backslash continuation.
