Checks the distribution of pages used across the Resource
    Affinity Domains (RADs) on the system; also monitors and
    modifies the Soft RAD Affinity process scheduling algorithm.
    To use it, specify RADCHECK as a foreign command (for example,
    RADCHECK == "$SYS$SYSROOT:[SYSTEST]RADCHECK).  For more
    information, enter "$RADCHECK help" at the $ prompt.
